Amplifying Farmers’ Voices for Accountable and Inclusive Agricultural Transformation

The Pan-African Farmers’ Organization (PAFO) successfully concluded the KampalaMet Workshop in Kampala, Uganda — a landmark event that gathered farmers’ organizations, regional platforms, and development partners to strengthen accountability and ensure farmers’ voices are heard at every level of agricultural policymaking across Africa. 🌾

Organized with the technical and financial support of the Andreas Hermes Akademie (AHA) — PAFO’s dedicated partner under the Strengthening Farmers’ Organisations (StäBo) programme funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) — the workshop provided a space for dialogue, learning, and co-creation.

Building a Collective Vision

Over several days, participants from ROPPA, EAFF, PROPAC, GIZ, AKADEMIYA2063, ActionAid Nigeria, and other institutions engaged in vibrant discussions on how farmers’ organizations can lead the way in monitoring and implementing the Kampala Declaration on CAADP.

The workshop opened with remarks by Kolyang Palebele, President of PROPAC, representing PAFO President Ibrahima Coulibaly, followed by contributions from key partners reaffirming their shared commitment to advancing transparency and accountability in Africa’s agricultural transformation.

  • Deepened understanding of the Biennial Review Process and how farmers’ organizations can use it to hold policymakers accountable.
  • Reflections on inclusion, ownership, and evidence-based advocacy for more effective and equitable agricultural governance.
  • Practical insights into the CAADP Non-State Actors Toolkit, designed to empower farmers’ networks in tracking agricultural commitments.
  • Collaborative sessions on developing KampalaMet — PAFO’s independent monitoring and evaluation tool that will support transparency, data sharing, and continuous learning.

Looking Ahead

The KampalaMet initiative will enable farmers’ organizations across Africa to use data, evidence, and feedback mechanisms to ensure that agricultural policies are not only implemented but truly meet the needs of farmers.

The workshop concluded with a unified message:

“For Africa’s agricultural transformation to succeed, farmers’ voices must guide the agenda.”
